What PEN and CHOICE are
Georgia Dream sets its down payment assistance in tiers. Every eligible buyer can get the Standard $10,000. Two special tiers go higher, to $12,500, for people the state most wants to help into homeownership. PEN and CHOICE do not change the type of assistance, it is still a zero-percent deferred second mortgage repaid when you sell, refinance, or pay off, they simply raise the amount by $2,500. On a tight closing, that difference matters.
Who qualifies for PEN
PEN is an acronym for the three groups it covers. Protectors are active-duty military and first responders, police, firefighters, EMTs, and paramedics. Educators are teachers and staff in Georgia schools. Nurses covers nurses and other health-care workers. If you work in any of these fields and meet the standard Georgia Dream requirements, 640 credit, the statewide income limit, and the $625,000 price cap, you qualify for the $12,500 tier instead of $10,000.
Who qualifies for CHOICE
CHOICE is built for buyers connected to a disability. If the buyer, or a member of the household who will live in the home, has a disability, the purchase can qualify for the same $12,500 assistance. CHOICE recognizes that accessible housing and the costs around it can be a bigger hurdle. The eligibility documentation is specific, so this is one to walk through with us directly rather than guess at, we will tell you quickly whether it fits.
PEN, CHOICE, or Standard?
You do not pick a tier so much as qualify into the highest one you are eligible for. A nurse buying a home also has a household member with a disability? Either PEN or CHOICE gets you to $12,500, one is enough. A buyer in none of those groups gets the Standard $10,000, which is still a strong, zero-payment second.
